She's discovered by 18-year-old Tokio after two-month-old kitten Chibi-neko is abandoned by her former owners. While his mother is allergic to cats and is deeply afraid of them, she decides to let him keep the kitten because she worries that after failing his university entrance exams, he will become too withdrawn. Shortly Chibi-neko falls in love with Tokyo.
Chibi-neko is a tiny human speaking in human words in her own voice, though people tend to hear her meow only sometimes, and she claims that all humans were once kittens like her. A stray cat tells Chibi-neko of Cottonland, a paradise in which dreams will come true.
