Mylene Hoffman, a beautiful cyborg spy with the codename "009-1," lives in a parallel universe where the Cold War never ended and has been going on for 140 years. The world is divided into two blocs: the West and the East. As the conflict unfolds, a ruse of peace between the two slowly dissipates. Through politics, the two factions compete for technological supremacy, threatening a nuclear attack. As she carries out missions assigned by her superiors, Mylene Hoffman, along with three other agents, is surrounded by deception, chaos, and rivalry.

Shotaro Ishinomori's manga series 009-1[Jp. 1] is a Japanese manga series written and illustrated by him. From 1967 to 1970, the manga was serialized in the Futabasha publication Weekly Manga Action, with a brief return in 1974. Miléne Hoffman ("Mylene" in the English translation) is a female cyborg who works as a secret agent in this story. 0091, or "Zero Zero Ku-no-ichi," was the manga's Japanese title, a pun on kunoichi (female ninja) and a reference to the main character's espionage occupation.
Flower Action 0091, a live-action drama produced by Fuji Television in 1969, was based on the original manga. Ishimori Entertainment adapted the manga into a 12-episode anime series, which premiered on TBS TV in Japan in late 2006. In June 2013, it was announced that 009-1: The End of the Beginning, a live-action film directed by Koichi Sakamoto and starring Mayuko Iwasa, would be adapted from the manga. Shizuka Midorikawa, Naoto Takenaka, and Aya Sugimoto. Minehiro Kinomoto, Nao Nagasawa, Mao Ichimichi, Shizuka Midorikawa, Naoto Takenaka, and Aya Sugimoto. On September 7, 2013, it aired for the first time.
Despite the "00" name and the cybernetized protagonists, this seinen manga has no relation to Ishinomori's previous work, Cyborg 009, a shnen manga (although the cyborgs from Cyborg 009 do appear in some chapters of the original manga). Two homages to Gerry Anderson television shows involving the moon appear in the final episode: an Eagle Transport from Space: 1999 and SHADO Mobiles from UFO. A spaceship is destroyed by crashing into the moon in the episode "Reverse-Explosion." Thunderbird 5 is a character from Gerry Anderson's Thunderbirds series.
